Everything About E-Invoicing in Belgium Explained
Is e-invoicing mandatory in Belgium right now?
Yes – since 1 January 2026 for B2B. There was a three-month grace window, too, but that ended March 31st. So it’s live, no more excuses.
Does the mandate apply to my business?
Probably, if you’re VAT-registered here and sell to other VAT-registered Belgian companies. The main issue is whether what you do is VAT-exempt to begin with.
Does e-invoicing apply to sales to consumers (B2C)?
Nope, not touched. This is a B2B rule through and through. Selling to regular people? Carry on exactly like you were before.
What counts as a structured e-invoice?
Not a PDF, not a scanned page software-readable data instead. Belgium follows the EN 16931 standard, and most people get there through Peppol BIS 3.0.
Do I have to use the Peppol network?
Not strictly, but almost everyone does. You and a partner could pick something else EN 16931-compliant, sure you’d still need Peppol readiness sitting in the background regardless.
What happens if I keep sending PDF invoices after the deadline?
That won’t fly anymore for covered transactions. First offence gets you a real fine, and it only climbs from there if it happens again.
How long do I need to keep e-invoices on file?
Seven years — standard Belgian archiving territory. And keep the real structured file itself, not some printed-out or exported version sitting in a folder.
Are there rounding rule changes I should know about?
One thing catches people out: rounding is now calculated per VAT rate total, not line by line anymore. If your system still does it the old way, fix that.
What's coming after 2026?
2028 brings near-real-time e-reporting, running on a Peppol five-corner setup. After that, cross-border e-invoicing across the EU is expected around 2030.
Can my existing accounting software just be switched on for this?
Don’t count on it. It needs to actually handle EN 16931 formatting and talk to Peppol. Ask your provider straight up instead of guessing.
What should I actually look for in an e-invoicing solution?
Certified Peppol access, real EN 16931/UBL support, something that plugs into what you already run and ideally, people who know Belgian VAT inside out.
Is there a cost to sending e-invoices through Peppol?
Peppol the network? Free. The Access Point you connect through, usually not. Prices swing a fair bit between providers, so don’t just take the first quote.
What are the practical benefits beyond avoiding fines?
Fewer manual steps, invoices paid quicker, less arguing over discrepancies, cleaner VAT numbers overall and honestly, it gets you ahead of the 2028 changes too.
My business sells across borders does this mandate cover that?
Not right now. It only covers domestic deals between companies based in Belgium. Cross-border stuff sits outside this rule, at least for the time being.
What if my suppliers or customers aren't ready yet?
Doesn’t matter you’re still on the hook for your own end. The best move is just asking your key partners directly where they stand with Peppol.
Where do I start if I haven't set anything up yet?
Figure out if you’re actually in scope first. Then check your software, find a certified Peppol provider, run one test invoice, and walk your team through it.
